The chapter compares the attitude to "Israel" in Paul's Rom 9-11 and in the rule texts from Qumran. For both "Israel" is a term which indicates not the contemporary Jewish people but the people with whom God made his covenant. In both only part of Israel sees God's will (as interpreted by Paul/ by the community), but while the community accepts that the eschatological Israel will only be those who follow the community, Paul imagines a salvation for all Israel through faith in Christ.
