Abstract

This chapter examines one of the key tools of US foreign policy in promoting its human rights agenda, the Annual Country Reports on human rights practices. It shows how they were born out as a result of the 1970s conflict between the executive and legislative branches of the US government that led the US Congress to require the executive to ostensibly link US foreign Security Assistance and later economic assistance to the respect of “internationally recognized” human rights.
