Abstract
Lord Advocate, Petitioner1 is a petition for judicial review of Sheriff Cowan’s decision to grant an award of expenses against the Crown at a fatal accident inquiry.2 The case was heard by Lord Kinclaven who, after a lengthy debate and in a judgment spanning some 370 paragraphs, granted the petition.
