The essay outlines the fundamental theoretical aspects with regard to the territorial and the personal jurisdiction of the German state from a constitutional point of view; against that background it describes the historical development of state sovereignty as well as its current problems. It analyses how the German constitution allows the state to exercise power beyond its territorial borders and to what extent other states can interfere with German sovereignty on its own territory. The text also observes how the rules of personal jurisdiction have been changed by the idea of an European Union citizenship. Finally, the essay analyses how sovereignty of states has changed through globalisation and internationalisation of politics.
