Abstract
Education is a pillar to Malawi’s socio-economic growth and poverty reduction. Malawi’s National Education Sector Plan (NESP) (2008-17) is aimed at an ‘expanded equitable access to Higher Education’. However, primary and secondary sectors in Malawi are marked by increased inequity relating to quality and transition rates. Malawi is currently implementing ‘quota’ selection policy to secondary and higher education to promote ‘equitable access’ to public education. This quota selection is based on the concept of ‘District of Ethnic Origin’. This research examines this policy in relation to equity framework
