N2 - All seven Smarter Choices, Smarter Places (SCSP) communities are being monitored to evaluate the benefits of the implemented Smart Measures. The baseline monitoring report is the first stage of this process. It describes travel behaviour in the SCSP communities before the introduction of Smart Measures and is the baseline against which future travel behaviour changes will be measured. The report is a substantial study into individual's travel behaviour containing the results of over 12500 interviews and 4000 travel diaries as well as detailed focus groups and structured interviews. It indicates substantial willingness and potential for change in the seven SCSP projects, with 19% of motorists being both willing and able to reduce their car driving and a further 20% are able but not willing. This indicates that the demonstration projects have potential for translating this willingness into actual reductions in car use over the next two years, in a way that already has widespread public support. As well as describing travel behaviour, the report details individual's attitudes to such diverse areas as mode choice, sustainable transport, the environment, and health.
