Abstract

This position paper considers the Memorandum of Understanding (MoU) concluded on 2 February 2017 between Italy and Libya intended to strengthen their cooperation in the areas of, inter alia, illegal immigration and human trafficking. Under the MoU, Italy provided Libyan authorities of the Government of National Accord, and specifically the Libyan Coast Guard (LCG), with different forms of support to strengthen its ability to perform rescue missions and intercept migrants attempting to cross the Mediterranean Sea. Following the MoU, Italy’s support has enabled the LCG to intercept an increasing number of migrants trying to cross the
Mediterranean Sea and return them to Libya.
